Teleconference meeting scheduled for Nov. 7th: please let me know today if it should be held
Peer Review Panel,

There has been discussion regarding the need for the teleconference meeting scheduled for Nov. 7th from 1:00 to 5:00 p.m.  Please let me know today if it should be held or if it should be cancelled.  If it is going to be held, I need to get the agenda posted; if it is going to be cancelled, I need to do the proper cancellations.

If the teleconference meeting is held on Nov. 7th, District staff will be giving short presentations on the following topics:
1. Results of an analysis of available chlorophyll data and flow. This analysis was performed as a result of comments made during the teleconference meeting on Oct. 21st regarding the effect of flow on residence time, nutrient loading, and nutrient levels.
2. Additional background information regarding the development of the proposed minimum flow of 93% of natural flow (a 7% allowable flow reduction).  Providing this additional information was discussed during the teleconference meeting on Oct. 21st.

If the teleconference meeting is cancelled, write-ups summarizing the topics listed above will be posted on this WebForum early next week.

Thanks,
Kym

Definition of Natural Flow
Peer Review Panel,
As requested during the teleconference/meeting on Friday, October 21st, below is the definition of natural flow included in a few places in Chapter 40D-8.041, Florida Administrative Code.  It is also included in the recommended rule language for the Rainbow River System minimum flow in the peer review draft report on Page 94.

"Natural flow is defined for the purposes of this rule as the flow that would exist in the absence of withdrawal impacts."

Thanks for letting me know!  If you can participate via WebEx or telephone, that would be great, but I understand if you can't.  I hope the hurricane named in your honor, as well as all those named Matthew, is nice to you!  Be safe! Kym
